ABSTRACT

Majority-Minority Congressional Districts and Their Effect on Representation
 

Majority- minority congressional districts were created in the 1980’s as a way to ensure that African- American and other minority congressman would be elected to public office.  Legislators specifically craved out sections of states to reflect minorities as the majority.  In most majority-minority congressional districts, the voting age population (VAP) is about 62% African American making them the overwhelming majority of voters.  My research will focus on whether or not representatives from these districts, over a particular period of time, actually do vote for legislation that favors the new majority in their home district.
