Biography

B.S. - Business Administration (Finance), Fordham University; Master’s - Administrative Sciences,
Fairleigh Dickinson University; D.P.A. – Public Administration, University of Baltimore 
 
Specialization:  A generalist – Over the years, Dom has taught undergraduate and graduate-level courses
in a myriad of subject areas among them:  Public Sector Budgeting, Leadership, HRM, Technology and
P.A., Economic Development, Municipal Government Operations, Ethics, Public Policy, and Program
Implementation and Evaluation. 
 
Prior to entering academia, Dom served over thirty years as a public sector leader in various senior
management and executive-level positions including the Administrator and Chief of Staff for the largest
county government in New Jersey.  Throughout his career, he was regarded as one of New Jersey’s
foremost experts on the topic of public procurement.  He has a particularly strong interest in conducting
new research on the topic -- employee incentives within the public sector and the private sector:
attracting to and retaining talent within governmental entities.
