Biography

Dr. Ivy Liu is an Assistant Professor in the Department of Public Policy Leadership at the University of Mississippi. She holds a Ph.D. in Public Policy and Management from The Ohio State University, with graduate minors in economics and statistics. Her research examines how governments learn, innovate, and adapt through complex interorganizational networks to address challenges in areas such as economic development and community building. Her work has been published in leading peer-reviewed journals, including Public Administration Review and Public Administration. She teaches undergraduate courses in research methods and policy analysis. She currently serves as treasurer of the Section on Public Policy at American Political Science Association (APSA) and Chinese Policy Scholars Group at APPAM.

Publications

This study examines the impact of reductions in Indiana's corporate income tax rate beginning in July 2012. It employs the synthetic control method to construct a counterfactual, or “synthetic Indiana,” using quarterly manufacturing employment data from 23 states that did not change their tax rates during the 2003–2018 study period.
